What's the story?

The story begins in 1999, 10 years after Jotaro’s fight with Dio. Jotaro is looking for someone with the surname Higashikata, when he bumps into a Highshool student named Koichi Hirose.
Koichi falls down scattering his papers onto the ground, Jotaro uses his Stand to pick him up, Koichi is surprised by this.
Jotaro asks Koichi if he knows anyone named Higashikata, to which he replies “I’m not sure, this town is kinda big, there’s around 53,000 people living here, and I don’t know everyone”.
Jotaro then asks him about an address upon which Koichi instructs him to take the number 3 bus to reach there.
As Jotaro is about to leave, a bunch of senior students arrive and start bullying a junior student who happens to be watching a turtle.
The senior students first tease him with the turtle, then throw it against a wall, resulting in the turtle getting seriously injured.
He doesn’t lose his composure and introduces himself as Josuke Higashikata.
Josuke maintains his composure even when he gets slapped by one of the bullies, but he snaps when one of the bullies disrespects his hairstyle.
Jotaro is surprised, when he sees Josuke using a Stand to strike the bully, breaking his nose, then pummeling him into the ground.
Josuke walks over to the turtle, picks it up, and by some mysterious power, the turtle is completely healed. The samething occurs with the bullies nose, it gets healed but seems a little distorted.
Witnessing Josuke’s powers, Jotaro concludes that Josuke must be the one that he is looking for, the illegitimate son of Joseph Joestar. Still enraged, Josuke looks over at Jotaro, noticing the resemblance between himself and Jotaro.
Why was Jotaro looking for Josuke? What Adventures await them both?
